TITLE

Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $3,600, offset by the Second Council District One-time District Priority Funds transferred from the Citywide Activities Department, to provide contributions to the following:

 

                                          $200 to the Bluff Heights Neighborhood Association to

                                          support neighborhood events;

                                          $600 to the 4th Street Business Improvement Association

                                          $500 to the United Cambodian Community for the

                                          $500 to the Kahlo Creative, LLC to support the Absolute

Decrease appropriations in the General Fund Group in the Citywide Activities Department by $3,600, to offset a transfer to the City Manager Department; and

 

Restate the recommendation approved by City Council on December 6, 2022, to correct the name of the recipient receiving the $250 donation of Second Council District One-time District Priority Funds from Long Beach Residents Empowered to Social and Environmental Entrepreneurs.

 

DISCUSSION

The Bluff Heights Neighborhood Association is a 501(c)(4) nonprofit organization that serves the Bluff Heights neighborhood in the Second District. The neighborhood is recognized as a Historic District and extends from Redondo Avenue on the east to Junipero Avenue on the west, 4th Street on the north to East Broadway Avenue on the south, omitting Carroll Park and Lowena Historic Districts. The Association regularly hosts events dedicated to community relationship building, education, historic preservation, public safety, neighborhood beautification designed to enhance the quality of life among its residents. A $200 contribution will support programming that promotes community relationship building and neighborhood beautification.

 

The 4th Street Business Improvement Association manages the Fourth Street Parking and Business Improvement Area which includes the Retro Row area in District 2. Every fourth Friday of the month, the Association hosts a free event that highlights the restaurants, bars and shops along 4th St. between Temple and Cherry, as well as special artists, musicians, and pop-up vendors. During this monthly event, stores offer sales and extended hours, restaurants feature food and drink specials, and there is a also a bike valet set up to reduce vehicle traffic and encourage cycling to and from the event. The Fourth Friday event on April 28, 2023 has an Earth Day theme and will feature entertainment and attractions that celebrate our environment. A $600 contribution will support securing supplies and equipment needed for this event.

 

The United Cambodian Community (UCC) is a 501(c)(3) nonprofit organization that aims to elevate the Cambodian community through emphasizing service areas such as health equity, youth enrichment, community integration, and economic inclusion.  This year, the UCC has partnered with Long Beach Food & Beverage to host the inaugural Long Beach Cambodian Restaurant Week from March 19 through March 26, 2023. This week-long event celebrates Cambodian culture, cuisine, chefs, and restaurants in Long Beach. A $500 contribution will support programming, such as this event, that highlights Long Beach’s diverse food scene.

 

The Absolute Best of Long Beach Awards 2023 is an event that highlights small businesses, community organizations, service providers, local attractions, and artists throughout our City. Throughout the month of February residents are able to nominate their local favorites in each Council District using dedicated landing pages. In March, residents are able to vote on entries from each Council District to determine the winners of the Absolute Best of Long Beach Awards. This event also highlights a “District Hero,” or individual who has made a difference and significant contributions to their community. An awards ceremony honoring the District Hero and the winners from each voting category is scheduled for March 31, 2023 at the Museum of Latin American Art (Molaa).

This event is an opportunity to give credit to the many small businesses and individuals that help make our City a better place to live, yet to do not often receive the recognition they deserve.

 

The International Imperial Court of Long Beach hosted their 52nd Annual Coronation Gala on March 4, 2023. This event was held at the newly renovated Holiday Inn at the Long Beach Airport and brought together the local community and other non-profit leaders in the LGBTQ community from across the United States to benefit local charities and in the greater Long Beach area. It is appropriate for the City Council to support programming that highlights and uplifts the LGBTQ community.

 

On December 6, 2022, City Council approved a $250 donation to Long Beach Residents Empowered (LiBRE) for their year-end 2022 Community Night on November 17 to celebrate their work in advocacy and empowerment of tenants throughout Long Beach. The Second Council District has submitted a request to correct the recipient of these funds from Long Beach Residents Empowered to Social and Environmental Entrepreneurs.

 

This matter has been reviewed by Budget Analyst Joe R. Guerrero on March 2, 2023.

 

EQUITY LENS STATEMENT:

Staff will consider issues of equity and access with any program proposals brought forward to ensure the City’s commitment for everyone reaching their highest level of health and potential for a successful life, regardless of background, neighborhood, or identity.

 

STATEMENT OF URGENCY:

This item is being submitted through the supplemental agenda to allow for timely processing of funds.

 

FISCAL IMPACT

This recommendation requests the City Manager to provide contributions to support the Bluff Heights Neighborhood Association for neighborhood events, the 4th Street Business Improvement Association for their Earth Day Fourth Friday event, the United Cambodian Community for the inaugural Long Beach Cambodian Restaurant Week, Kahlo Creative LLC for the Absolute Best of Long Beach 2023, and the International Imperial Court of Long Beach for their 52nd Annual Coronation Gala. The total appropriation increase of $3,600 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of Second Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department.

 

There is no fiscal impact to correct the recipient of the $250 donation of Second Council District One-time District Priority Funds from Long Beach Residents Empowered to Social and Environmental Entrepreneurs. No appropriation is needed as it was approved by City Council on December 6, 2022.

 

The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and have a minimal impact on meeting other City Council priorities. There is no local job impact associated with the recommendation.
