TITLE
Recommendation to adopt resolution proclaiming the termination of the Local Emergency and the Local Health Emergency caused by the novel coronavirus (COVID-19). (Citywide)
DISCUSSION
On March 10, 2020, the City Council adopted a Resolution proclaiming a local emergency due to Coronavirus (COVID-19) under California Government code Section 8630 and Long Beach Municipal Code (LBMC) Section 2.69.060. The City Council additionally ratified the Long Beach Health Officer’s Declaration of Local of Emergency, made pursuant to California Health and Safety Code Section 101080 and the City Manager’s Proclamation of Local Emergency made pursuant to their authority in LBMC Ch. 2.69.
Since the start of the pandemic, the City of Long Beach (City) has conducted more than one million COVID-19 tests; administered over 350,000 vaccines between the City and private providers; established a local distribution site to manage COVID-19 resources and provide nearly five million pieces of personal protective equipment citywide; maintained a public data dashboard with key COVID-19 indicators; implemented emergency congregate and non-congregate shelters as well as an isolation and quarantine sites, and provided guidance and assistance on health orders to nearly 10,000 businesses, 150 long-term care facilities, and 80 schools/daycares.
As community spread of COVID-19 has decreased locally and statewide and the need for continued resources to respond to this public health crisis are now within the control of the services, personnel, equipment, and facilities of the City, Dr. Anissa Davis, in her capacity as the Health Officer and Thomas B. Modica in his capacity as the City Manager for the City of Long Beach, have collectively determined that there is no longer a need to continue the local emergency.
