DISCUSSION
California Code of Regulations, Section 570.5 requires the governing body of local agencies contracting with CalPERS to approve and adopt a publicly available pay schedule in accordance with public meeting laws. To comply with the statutory and regulatory requirements for publicly available pay schedules, the City of Long Beach (City) is required to amend the salary schedule to reflect the current pay rate for each job classification. The updated salary schedules are effective on September 24, 2022, October 8, 2022 and December 31, 2022. The September 24, 2022 and October 8, 2022 salary schedules are in accordance with negotiated increases with the various associations that have already been approved by this governing body and reflected in current Memorandum of Understandings. The December 31, 2022 salary schedule is in accordance with the January 1, 2023 California minimum wage increase.

This matter was reviewed by Assistant City Attorney Gary J. Anderson on January 20, 2023 and by Budget Management Officer Nader Kaamoush on January 26, 2023.

TIMING CONSIDERATIONS
City Council action is requested on February 14, 2023 and is effective September 24, 2022, October 8, 2022 and December 31, 2022 respectively.

FISCAL IMPACT
There is no financial impact. This action is for the sole purpose of remaining in compliance with the standard and regulatory requirements for publicly available pay schedules as outlined by CalPERS. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
