DISCUSSION

City Council approval is requested to enter into a contract with Consolidated Electrical Distributors, Inc., dba All Phase Electric Supply Co and Walters Wholesale Electric for furnishing and delivering as-needed electrical supplies on a citywide basis.

 

This request is for as-needed electrical supplies as part of the ongoing operating expense for facilities maintenance. The contracts combine the estimated requirements citywide to secure pricing at the highest volume discounts available, based on historical citywide needs and expenditures. Awarding multiple contracts allows the City of Long Beach (City)  to purchase supplies at the lowest price per item or item group and provides alternative sourcing for items that may not be adequately stocked by a single vendor.

 

The bid was advertised in the Long Beach Press-Telegram on November 4, 2022, and 10 potential bidders specializing in electrical supplies were notified of the bid opportunity. Of those potential bidders, 10 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 42 local, minority-owned, and women-owned business groups. There were two bids received on December 13, 2022. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), or certified Small Business Enterprises (SBEs), and one was a Long Beach vendor (Local). Consolidated Electrical Distributors, Inc., dba All Phase Electric Supply Co, of Burbank, CA, (not MBE, WBE, SBE or Local) and Walters Wholesale Electric, of Long Beach, CA (Local) were the lowest responsible bidders.

 

Local Business Outreach

 

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Long Beach Buys database to download bid specifications. Through outreach, one Long Beach vendor was notified to submit a bid, of which one downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley January 18, 2023, Purchasing Agent Michelle Wilson on January 13, 2023, and by Revenue Management Officer Geraldine Alejo on January 23, 2023.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB CE-22-164 and award the contracts concurrently is requested on February 7, 2023, to ensure the contracts are in place expeditiously.

 

FISCAL IMPACT

The total annual aggregate amount of the contracts will not exceed $960,000 inclusive of a 20 percent contingency. The contracts will be used citywide on an as-needed basis and are budgeted across various departments and funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. These contracts will provide continued support to our local economy by assisting in preservation of employment for 34 full-time employee residing in Long Beach.
