TITLE

Recommendation to authorize City Manager, or designee, to execute a Revocable Permit granting the Grand Prix Association of Long Beach permission to occupy and use certain areas within the city for parking and hospitality during the staging of the 2023 Grand Prix of Long Beach.  (District 1)

 

DISCUSSION

City Council approval is requested to execute a Revocable Permit Granting the Grand Prix Association of Long Beach (Grand Prix) permission to occupy and use certain areas with the city for parking and hospitality during the staging of the 2023 Grand Prix of Long Beach.

 

Between April 14 and April 16, 2023, the 48th annual Grand Prix of Long Beach (Grand Prix) will take place on the streets of Long Beach. The Grand Prix Association of Long Beach (Association) has requested the use of certain areas adjacent to the race circuit for general and recreational vehicle parking (Attachment A) and hospitality areas (Attachment B) for approximately 180,000 race fans who will come to watch the event. The proposed Revocable Permit grants permission to occupy these areas and establishes the conditions and fees for their use.  This request is consistent with previous requests from the Association, which has conducted the race in Long Beach for 47 years.

 

The Revocable Permit will allow the Association to use the Alamitos Beach parking lot, the northern section of the Shoreline Marina parking lot, and the western end of Shoreline Drive, including center median areas for general motor vehicle parking and storage.  Hospitality areas will be established at the Rainbow Lagoon and Marina Green areas, which are the same areas granted under the permit in 2022.

 

Staff from the Health and Human Services and Fire Departments will be present during all days of Grand Prix and will perform continual inspections of the permitted areas.

 

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony on January 6, 2023 and by Budget Operations and Development Officer Rhutu Amin Gharib on January 11, 2023.

 

TIMING CONSIDERATIONS

City Council action is requested on February 7, 2023, to expedite the issuance of the Revocable Permit as construction for the 2023 Grand Prix begins on February 23, 2023.

 

FISCAL IMPACT

Parking charges of $13,657 will be assessed for use of parking areas (Attachment C) under the Revocable Permit and will be deposited in the Tidelands Operating Fund Group in the Parks, Recreation and Marine and Public Works Departments. The City of Long Beach (City) will be reimbursed for all City expenses associated with this event. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with City Council priorities.  There is no local job impact associated with this recommendation.
