TITLE

Increase appropriations in the General Fund Group in the City Manager Department by $2,650, offset by the Second Council District One-time District Priority Funds, transferred from the Citywide Activities Department, to provide contributions of:

 

                                          $2,500 to the LGBTQ Center of Long Beach for their Halloween

                                          Haunted House on October 31, 2022

                                          $150 to the Bluff Park Neighborhood Association for their

                                          Halloween event on October 30, 2022

 

Decrease appropriations in the Special Advertising and Promotion Fund Group in the Citywide Activities Department by $1,170 to offset a transfer to the City Manager Department; and

DISCUSSION

The LGBTQ Center Long Beach advances equity for LGBTQ people through culturally responsive advocacy, education, programs, and services. The Center envisions fully affirming communities where all LGBTQ people live in health, wellness, safety and prosperity. The LGBTQ Center provides services centered in the lived experiences of LGBTQ people, and approaches their work with a mission-driven, culturally-inclusive focus and interactions with clients, community members, volunteers, and staff that are trauma-informed, intersectional and client-centered. This contribution helps support their Halloween Haunted House that recently took place on October 31, 2022. The family-friendly attraction was hosted out of their location on 4th St., free to the public, and featured a maze, live character actors, festive decorations, and candy.

 

The Bluff Park Neighborhood Association is a volunteer, nonprofit organization serving the Bluff Park neighborhood in the Second District. On October 30th from 2pm to 4pm, the Bluff Park Neighborhood Association, the Friends of Bixby Park, and the Alamitos Beach Neighborhood Association hosted a Halloween event at Bixby Park. This family friendly event brought Second District neighbors together to celebrate Halloween safely in the park. This contribution will help cover the cost of the games, face painting, arts and crafts, and a costume contest that took place during the event.

 

The Big Gay Beach Takeover took place on July 9, 2022 at the Pride Tower. This event brought together community members from in and around Long Beach to enjoy each other’s company and celebrate their identities together. Supporting the permitting and other costs of events provided free to the public is a valuable way to build community and increase the visibility of our welcoming City. This regional community event was located such that it will highlight the City’s beautiful waterfront spaces, and will take advantage of our pleasant spring climate. This beach takeover highlighted the natural advantages, facilities, and climate of Long Beach.

STATEMENT OF URGENCY:

This item is being submitted through the supplemental agenda to allow for timely processing of funds.

 

FISCAL IMPACT

This recommendation requests the City Manager to provide contributions of $1,170 to Kahlo Creative LLC, $2,500 to the LGBTQ Center of Long Beach, and $150 to the Bluff Park Neighborhood Association to support their events and programs as written above. The total appropriation increase of $1,170  in the Special Advertising and Promotion Fund Group in the City Manager Department will be offset by a decrease of appropriation of Second Council District One-time District Priority Funds in the Special Advertising and Promotion Fund Group in the Citywide Activities Department. The total appropriation increase of $2,650 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of Second Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and is expected to have a minimal impact on existing City Council priorities.
