DISCUSSION

City Council approval is requested to enter into contracts with Oracle Investigations Group, LLC, Hall Investigations, Palicon Group, and Prestigious Investigative Services, Inc., for providing as-needed pre-employment background investigation services to support the hiring process for City of Long Beach (City) employees. Background services are utilized for the Police Academy, Fire Academy, Ambulance Operator Academies, emergency dispatchers, and other City departments. The Long Beach Police Department (LBPD) will perform investigations in conjunction with other City departments.

 

The Request for Proposal (RFP) was advertised in the Long Beach Press-Telegram on May 5, 2022, and 343 potential proposers specializing in pre-employment background investigation services were notified of the RFP opportunity. Of those proposers, 36 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 42 local, minority-owned, and women-owned business groups. Five (5) proposals were received on June 16, 2022. Of those five (5) proposers, one (1) was a Minority-owned Business Enterprise (MBEs), none were Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprise (SBEs), and none were Long Beach vendors (Local).

 

The selection committee determined that the following four firms submitted the most qualified and responsive proposals based on the criteria set forth in the RFP:

 

                     Oracle Investigations Group, LLC, of Chino Hills, CA

                     Hall Investigations, of Nuevo, CA

                     Palicon Group, of Riverside, CA

                     Prestigious Investigative Services, Inc., of Upland, CA

 

Local Business Outreach

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assists businesses with registering on the Long Beach Buys database to download RFP specifications. Through outreach, nine (9) Long Beach vendors were notified to submit proposals, of which none downloaded, and none submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on October 27, 2022, Purchasing Agent Michelle Wilson on October 19, 2022, and by Budget Management Officer Nader Kaamoush on October 26, 2022.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP PD22-072 and award a contract concurrently is requested on November 15, 2022, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total annual aggregate amount of the four contracts will not exceed $722,000 for a period of two years, with the option to renew for three additional one-year periods.  Sufficient budget is appropriated in the General Fund Group in the Police Department and Fire Department to offset the contracts. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
