DISCUSSION
City Council approval is requested to amend Contract No. 34491 with ABM Aviation, Inc. (ABM) to continue parking operations and management services at the Long Beach Airport (Airport) for 90 days.

On February 16, 2016, the City Council adopted RFP No. AP15-153 and concurrently awarded a contract to ABM for airport parking operations and management services. The award was for a period of three years with the option to renew for two additional one-year periods. In November 2021, City Council approved an extension for a third one-year period due to unexpected impacts created by the COVID-19 pandemic. The current contract will expire on November 30, 2022.

The Airport released a Request for Proposals (RFP) for Airport parking operations and management services on September 15, 2022. The Airport expects to select an operator in November 2022, and will request City Council approval. The proposed amendment will enable continuity of existing services without disruptions until a new contract is implemented. Extending the current contract for 90 days will also allow the selected operator, if needed, to procure supplies and recruit staff to provide service at the Airport under the new contract.

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony and Purchasing Agent Michell Wilson on October 19, 2022, and by Budget Operations and Development Officer Rhutu Amin Gharib on October 27, 2022.
