TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and all necessary documents including any subsequent amendments, with Security Signal Devices, of Anaheim, CA, to provide security system services at facilities for the Parks, Recreation and Marine Department, in a total amount not to exceed $65,000, for a period of one year. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Security Signal Devices (SSD) to provide security system installation, upgrades, and alarm monitoring services at facilities for the Parks, Recreation, and Marine Department (PRM). Security system services are needed at park facilities to provide alarm monitoring and notifications to the Long Beach Police Department on incidents of break-ins, vandalism, or burglaries at park facilities. Maintenance and upgrades to security systems may be completed as needed.
PRM intends to develop a competitive solicitation for security system services at its facilities to obtain the best pricing and receive consistent services. SSD currently provides security systems services at several PRM facilities because they provided the lowest responsive quote for each applicable site. To continue alarm monitoring, services, and notifications, PRM requests to execute an agreement with SSD while a Request for Proposals process for security system services is completed.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process when authorized by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Anita Lakhani on October 28, 2022, Purchasing Agent Michelle Wilson on October 19, 2022, and by Budget Analysis Officer Greg Sorensen on October 25, 2022.
TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award a contract concurrently is requested on November 15, 2022, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total amount of the contract will not exceed $65,000. Of the total contract amount, $56,899 is currently budgeted in the General Fund Group and $480 in the General Grants Fund Group in the Parks, Recreation and Marine Department. The remaining amount of $7,621 will be absorbed within the Fiscal Year 2023 department budget. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for three employees residing in Long Beach.
