TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any subsequent amendments, with Wastequip Manufacturing Company, LLC, to purchase metal bins for solid waste collection, on the same terms and conditions afforded to Sourcewell, a state of Minnesota local government unit and service cooperative, in an annual amount not to exceed $800,000, with a 20 percent contingency in the amount of $160,000, for a total annual contract amount not to exceed $960,000, for a term that expires upon the expiration of the the Sourcewell contract on June 2, 2025, with the option to renew for as long as the Sourcewell contract is in effect, at the discretion of the City Manager. DISCUSSION
City Council approval is requested to enter into a contract with Wastequip Manufacturing Company, LLC, to purchase metal bins for solid waste collection required to service both multi-family residential and commercial solid waste City of Long Beach’s (City) accounts. Currently, refuse generated by multi-family residences and commercial businesses are stored in refuse bins at the account locations and collected by the City, at a minimum of once per week. The bins vary in size, including 2, 3 and 4-yard bins. These bins are needed throughout the year when new accounts are opened or expanded and as a replacement for bins that are no longer repairable or useable. These bins are necessary equipment needed for multi-family residential and commercial business accounts.
The Purchasing Division and the Department of Public Works - Environmental Services Bureau, researched procurement options for metal bins for solid waste collection and discovered other agencies had completed an open, fair, transparent, and competitive procurement process. The City has reviewed the contract options and determined that the contract between Sourcewell, a state of Minnesota local government unit and service cooperative, and Wastequip Manufacturing Company, LLC, provided the best value to the City.
City Charter Section 1802 provides for an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor on the same terms as provided to other governmental agencies. This alternative procurement method can save time and reduce cost through economies of scale by purchasing under existing contracts from other government agencies on a voluntary selective basis, when authorized by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on October 10, 2022, Purchasing Agent Michelle Wilson on October 6, 2022, and by Budget Management Officer Nader Kaamoush on October 17, 2022.
TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award a contract concurrently is requested on November 1, 2022, to ensure the contract is in place expeditiously. Any delay in procuring these units could result in an inability to service multi-family residential and commercial business solid waste accounts.
FISCAL IMPACT
The total annual contract amount will not exceed $960,000 inclusive of a 20 percent contingency in the amount of $160,000. The cost for this contract is budgeted in the Refuse and Recycling Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by allowing the City to retain the ability to service all current and future multi-family residential and commercial business solid waste accounts. There is no local job impact associated with this recommendation.
