TITLE
Recommendation to receive and file the Letter of Completion from the Los Angeles Registrar-Recorder/County Clerk for the Long Beach Minimum Wage for Healthcare Workers.
DISCUSSION
On June 6, 2022, proponents of the Long Beach Minimum Wage for Healthcare Workers petition submitted 5,379 sections and 41,923 signatures. Pursuant to Elections Code Section 9215, a total of 28,173 registered voters to declare the petition sufficient.
On June 6, 2022, the City Clerk requested the signature verification services of the Los Angeles Registrar-Recorder/County Clerk (LARRCC). LARRCC was asked to conduct a full check of signatures on the Long Beach Minimum Wage for Healthcare Workers petition. On Tuesday, July 5, 2022, LARRCC notified the City Clerk that sufficiency was met and provided a Certificate of Completion.
Pursuant to California Elections Code Section 9115, if the petition is found to be sufficient, the City Clerk is required to present the results of the examination to the City Council at its next regular meeting.
While the initiative was pending, at the City Council meeting of June 14, 2022 the City Council by a vote of 8-0 requested the City Manager to conduct a study of this petition as authorized by California Elections Code Section 9111 and directed the City manager to return with the study to the City Council within 60 days. When this study is presented to the City Council, the City Council will have two options:
1) Adopt the Initiative Ordinance, without alteration, at the regular meeting at which the certification of the petition is presented, or within 10 days after it is presented.
2) Submit the ordinance, without alteration, to the voters pursuant to Section 1405.
This letter was reviewed on July 11, 2022 by City Attorney Charlie Parkin and by Budget Operations and Development Officer Rhutu Amin Gharib on July 14, 2022.
