TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Agreement No. 35842 with Downtown Long Beach Alliance (DLBA) for enhanced services on 1st Street between Pacific Avenue and Long Beach Boulevard, and trash receptacles throughout the Downtown area, to increase the aggregate amount by $39,000, for a revised not-to-exceed contract amount of $291,000 for Calendar Year 2022.  (Districts 1,2)

 

DISCUSSION

City Council approval is requested to amend Agreement No. 35842 with DLBA to continue providing enhanced services and trash receptacles throughout the Downtown area, and to increase the aggregate contract amount by $39,000, for a revised agreement amount not exceed $291,000 for the current term.

 

On January 5, 2021, the City Council entered into an Agreement with DLBA as part of its adoption of RES-21-0003, for enhanced services and trash receptacles for a two- year period, with no additional renewal options. 

 

Due to changes in the labor market and increased costs due to inflation, DLBA requested an increase in the contract amount for Calendar Year 2022, for a total revised contract amount of $291,000.

 

In 1998, the City Council established the Downtown Long Beach Property and Business Improvement District (DLBPBID) for an initial period of five years, and subsequently extended the DLBPBID for two 10-year periods, with the current term in effect through 2022. Under the approved Management Plan, DLBA is obligated to carry out certain upkeep operations in the downtown area.

 

Since 2013, DLBA has provided additional and enhanced services in the 1st Street Transit Mall over and above those listed in the DLBPBID Management Plan and annual report and is reimbursed with Proposition A and Refuse/Recycling funds.  These additional services are useful in maintaining a clean and safe downtown area.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on June 2, 2022, Purchasing Agent Michelle Wilson on May 18, 2022, and by Budget Management Officer Nader Kaamoush on May 25, 2022.

 

TIMING CONSIDERATIONS

City Council action to amend Agreement No. 35842 is requested on June 21, 2022, to ensure there are no interruption to services.

 

FISCAL IMPACT

The requested action increases the contract authority with DLBA by $39,000. The revised total annual amount of the agreement will not exceed $291,000. This amount is offset by Proposition A transportation funds of $225,000 in the Capital Projects Fund Group and $66,000 from the Refuse/Recycling Fund Group in the Public Works Department. These amounts are appropriated for the calendar year and no appropriation increase is requested.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
