TITLE
Recommendation to authorize City Manager, or designee, to execute a contract, and all necessary amendments including term extensions, with the Department of Homeland Security to receive and expend grant funding for the 2021 Port Security Grant Program, in an amount of $942,000, with a Port of Long Beach cost match of $314,000, for a total amount not to exceed $1,256,000, for a period ending August 31, 2024; and
Increase appropriations in the General Grants Fund Group in the Fire Department by $756,000, and the Police Department by $500,000, offset by federal and Port of Long Beach grant funds. (Citywide)
DISCUSSION
The U.S. Department of Homeland Security (DHS) Port Security Grant Program (PSGP) is a risk-based grant program that supports the implementation of the Federal Maritime Transportation Security Act and the Safe Port Act. For Fiscal Year (FY) 2021, DHS has awarded grant proposals submitted by the Long Beach Fire Department (LBFD) in the amount of $756,000 and Long Beach Police Department (LBPD) in the amount of $500,000 and includes a cost-match. The grant funding is for the performance period of September 1, 2021 to August 31, 2024. The FY 2021 PSGP funds support increased port-wide risk management, enhanced domain awareness, training and exercise, and further capabilities to prevent, detect, respond to, and recover from attacks involving Chemical Biological Radiological Nuclear Explosives (CBRNE), improvised explosive devices (IED), and other non-conventional weapons.
The FY 2021 Port Security Grant Program requires a match of up to 25 percent of the grand total award amount of $1,256,000. The Port of Long Beach (POLB) cost match for the two awards is $314,000. On April 11, 2022, the Board of Harbor Commissioners (BHC) approved the requested cost-match for the grant in the amount of $314,000 for LBFD and LBPD projects. City Council authorization is required to accept the grant funds, execute a contract and necessary amendments, and increase appropriations in the General Grants Fund Group.

TIMING CONSIDERATIONS
City Council action is requested on May 24, 2022 to ensure the City can expend these funds within the performance period of the grant.
FISCAL IMPACT
The FY 2021 PSGP is a cost reimbursement grant that funds 75 percent of approved projects and requires grantees to provide a 25 percent cost share. Program costs will be offset by federal grant revenues of $942,000 and the POLB cost match of $314,000, for a total program budget of $1,256,000. As the grant funds are not budgeted, an appropriation increase in the amount of $756,000 is requested in the General Grants Fund Group in the Fire Department, and $500,000 is requested in the General Grants Fund Group in the Police Department, offset by federal grant reimbursement revenue and POLB matching funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
