TITLE

Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $100,000, offset by transfer of State HSIP funds from the Capital Grant Fund, a fund within the Capital Projects Fund Group.  (Districts 4,5,7,9)

 

DISCUSSION

City Council approval is requested to increase appropriations in the Capital Projects Fund Group in the Public Works Department for the Preliminary Engineering phase of the Protected Left-Turn Signalization Eight Intersections Citywide Project (Project).

 

On April 28, 2022, the City Manager executed a Master Agreement with California Department of Transportation (Caltrans) under the authority of Resolution No. RES-07-0097, approved by City Council on July 10, 2007, formalizing the terms and conditions of the administration of State and federal projects.  The Master Agreement specified each agency’s role regarding the funding.

 

On March 30, 2021, the California Transportation Commission awarded the City of Long Beach (City) grant funding for the Project, which will include traffic signal upgrades to improve roadway safety through replacing the existing permissive only signal phasing with fully Protected and Protected-Permissive left-turn phasing. The Project also includes additional pedestrian focused upgrades such as countdown pedestrian signal heads and Americans with Disabilities Act (ADA) compliant audible push buttons. The Project will improve the following eight signalized intersections: (1) South Street & Downey Avenue, (2) Carson Street & Orange Avenue, (3) Clark Avenue & Atherton Street, (4) Cherry Avenue & Bixby Road, (5) Bellflower Boulevard & Wardlow Road, (6) Willow Street & Studebaker Road, (7) Willow Road & Magnolia Avenue, and (8) Willow Street & Easy Avenue.

 

The grant from the HSIP will fund 100 percent of the total cost of the environmental review and design phase of the Project. The grant includes funding in phases for the environmental review, design, and construction phases of the project.  This recommendation is for the first two phases of the project, also known as the Preliminary Engineering phase. The environmental review and design phases will be led by the Public Works Department.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on May 4, 2022, and by Budget Management Officer Nader Kaamoush on May 9, 2022.

 

TIMING CONSIDERATIONS

City Council action is requested on May 24, 2022, to ensure timely completion of the Project in accordance with the Project schedule and the HSIP expenditure timelines.

 

FISCAL IMPACT

The preliminary estimated total cost of the Project is $927,500 which includes environmental review, design, construction, construction management, inspection, labor compliance, and project oversight. The City will be receiving $927,500 from the HSIP in multiple phases. The cost for the first two phases funded by HSIP is estimated at $100,000, which include environmental review and design phases of the Project and has no local match requirement. The Public Works Department will return to the City Council at a later date for additional grant funding appropriation for the next phases.

 

An appropriations increase in the amount of $200,000 is requested in the Capital Projects Fund Group in the Public Works Department to complete the first two phases of the Project. Of this amount, $100,000 will be offset by HSIP funds from Caltrans. The remaining $100,000 is a technical appropriation to allow for the transfer of HSIP funds from the Capital Grant Fund, a fund within the Capital Projects Fund Group. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
