TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with Computer Aid, Inc., of Allentown, PA, for providing managed services for information technology and IT staff augmentation, on the same terms and conditions afforded to Sourcewell, formerly National Joint Powers Alliance (NJPA), in a total annual amount not to exceed $1,250,000, until the Sourcewell contract expires on September 10, 2025, with the option to renew for as long as the Sourcewell Contract is in effect, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Computer Aid, Inc., for providing managed services for information technology and IT staff augmentation.
In 2018, the City Council adopted Resolution No.18-0092 to utilize the terms and conditions afforded to Contract No. 020817 ("NJPA Contract"), to install and configure information technology systems as well as provide managed services for information technology and IT staff augmentation. On March 3, 2022, that NJPA Contract expired with no renewal options. Since the expiration of the previous contract (No. 020871), Sourcewell has awarded a new Contract (No. 071321) for these services.
Computer Aid, Inc., was selected as one of three vendors from cooperative agreements to provide technology-related equipment and software to meet critical technology infrastructure needs such as replacing outdated technology that is becoming unreliable and will not support new systems in the new Civic Center. Throughout the last few years, Computer Aid, Inc., has provided a substantial portion of the technology and associated installation services for the City of Long Beach’s (City) data center, network communications, audio/video systems, security cameras, and cyber security systems. Additionally, in the past, Computer Aid, Inc., assisted the City with staff augmentation to provide key cybersecurity, application development, and desktop support services to City operations. In evaluating current and future use of this contract for staff augmentation, TID plans to use this contract in a very limited scope for staff augmentation needs. Computer Aid, Inc., is a key partner to the City in meeting its ongoing and future critical technology infrastructure needs.
City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies. This alternative procurement method can save time and reduce costs through economies of scale by purchasing under existing contracts from other government agencies on a voluntary and selective basis, when authorized by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on May 4, 2022, Purchasing Agent Michelle Wilson on March 3, 2022, and by Budget Operations and Development Officer Rhutu Amin Gharib on March 7, 2022.
TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award a contract concurrently is requested on May 24, 2022, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total annual amount of the contract will not exceed $1,250,000. Sufficient funds are currently budgeted in the General Services Fund Group in the Technology and Innovation Department for ongoing lifecycle replacement of equipment and maintenance services. These costs are recovered from client departments through the annual TI Memorandum of Understanding (MOU). This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
