Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35239 with All American Asphalt, of Corona, CA; and Contract No. 35249 with Sully Miller Contracting Company, of Brea, CA, for major and secondary highway construction services, to extend the term of the contracts to April 30, 2023.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35239 with All American Asphalt and Contract No. 35249 with Sully Miller Contracting Company for as-needed major and secondary highway construction services to extend the term of the contracts to  April 30, 2023.

 

On April 23, 2019, the City Council awarded contracts to All American Asphalt and Sully Miller Contracting Company as part of its adoption of R-7131 for as-needed major and secondary highway construction services, for a one-year period, with the option to renew for two (2) additional one-year periods for an annual aggregate amount of $30,000,000. The City of Long Beach (City) relies on All American Asphalt and Sully-Miller Contracting Company to provide fixed unit pricing for arterial street improvements. Work performed under these contracts includes repairing and replacing street pavement, curb and gutters, curb ramps, parking lot pavement, airport taxiway pavement, and other asphalt-related improvements.

 

The current contracts expire on April 30, 2022, and the City has exhausted all authorized contract extensions. The procurement process for the next set of major and secondary highway construction services is underway. Extending the term an additional year will ensure the continuity of contracted deliverables and avoid service interruptions. No additional funds are being requested at this time.    

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on April 14, 2022, Purchasing Agent Michelle Wilson on April 15, 2022, and by Budget Management Officer Nader Kaamoush on April 20, 2022.

 

TIMING CONSIDERATIONS

City Council action to amend Contract Nos. 35239 and 35249 is requested on May 10, 2022, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action extends the contracts with All American Asphalt and Sully Miller Contracting Company to April 30, 2023. The total annual aggregate amount of the contracts will not exceed $30,000,000. Expenditures during the extended one-year term cannot be projected at this time, and any work not currently budgeted will only proceed at such time as the City Council has approved appropriations. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will potentially have a positive impact on the local job market, but that number is unknown at that time.
