TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 36147 with Oshkosh Airport Products, LLC, of Oshkosh, WI, for purchase and installation of the Eco Electronic Foam Proportioning (EFP) suppression system on an Oshkosh Striker 6x6 crash response vehicle, to increase the contract amount by $23,655, for a revised contract amount not to exceed $1,110,611; and
Increase appropriations in the Airport Fund Group in the Airport Department by $23,655, offset by funds available. (Citywide)
DISCUSSION
City Council approval is requested to amend Contract No. 36147 with Oshkosh Airport Products to purchase and install a foam suppression system on an Oshkosh Striker crash fire truck.
On November 9, 2021, the City Council adopted a Resolution to execute a contract with Oshkosh Airport Products for the purchase of an Oshkosh Striker 6x6 crash response vehicle on the same terms and conditions afforded to Sourcewell, for a total contract amount of $1,086,956. The proposed foam system was not included in the original authorized purchase.
Following City Council purchase approval, the Eco EFP system was identified as required for use in aviation emergency response and mandatory annual testing. The proposed fire-suppressing foam system uses advanced technology, which lessens the environmental impact associated with older systems. The use of fire-suppressing foam without this FAA-approved system is prohibited. An amendment and additional funds are needed at this time to purchase and install the foam suppression system to complement the water suppression system in the vehicle specification and original quote. This amendment and additional fire suppression foam system is not expected to delay delivery.

SUSTAINABILITY
Emergency response vehicles are not currently mandated to comply with California or local air district emission standards. This foam suppression system has been approved by the FAA because it meets the current sustainability standards established for fire control.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 36147 is requested on May 10, 2022, to ensure that the vendor can purchase and install the foam suppression system prior to completion of the new vehicle construction.
FISCAL IMPACT
The requested amendment will increase Contract No. 36147 with Oshkosh Airport Products, LLC by $23,655, for a revised total contract amount not to exceed $1,110,611. An appropriation increase in the amount of $23,655 in the Airport Fund Group in the Airport Department is requested, offset by funds available. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council Priorities. There is no local job impact associated with this recommendation.
