TITLE
Recommendation to authorize City Manager, or designee, to amend Contract No. 35592 and execute all necessary documents, subcontracts, or subsequent amendments, including amendments to the award amount, with the California Department of Public Health, to accept and expend additional grant funding in an amount not to exceed $66,985 for the current period, for an aggregate contract amount not to exceed $915,010, for Sexually Transmitted Disease prevention and control activities, with the option to renew for one additional five-year period, at the discretion of the City Manager; and
Increase appropriation in the Health Fund Group in Health and Human Services Department by $66,985, offset by grant revenue. (Citywide)
DISCUSSION
City Council approval is requested to amend the existing agreement (No. 35592) with the CDPH STD Control Branch, to accept and expend additional grant funding of up to $66,985.
On February 4, 2020, the City Council approved an agreement with the California Department of Public Health (CDPH), Sexually Transmitted Diseases (STD) Control Branch, which awarded the City of Long Beach (City) $848,025 in assistance funds for STD prevention and control activities.
Per that agreement, 50 percent of the award was to be provided to a community-based organization (CBO) to provide STD investigations, partner notifications, and linkage to care. The Health and Human Services Department (Health Department) provides support activities for those who are infected with an STD, including monitoring, prevention, case investigation, and linkage to care. This partnership between the Health Department and the selected CBO assures testing, treatment, and disease transmission is mitigated for those who are at the highest risk of contracting a STD.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on April 1, 2022 and by Budget Analysis Officer Greg Sorensen on April 6, 2022.
TIMING CONSIDERATIONS
City Council action is requested on May 3, 2022, to execute the amended agreement with the CDPH in a timely matter.
FISCAL IMPACT
The City will receive additional grant funding in an amount not to exceed $66,985. An appropriation increase in the amount of $66,985 is requested in the Health Fund Group in the Department of Health and Human Services, offset by grant revenue for a total revised contract amount not to exceed $915,010. No match or in-kind service mandate is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
