TITLE
Recommendation to adopt Plans and Specifications No. R-7177 and award a contract to All American Asphalt, of Corona, CA, for the Market Street Pedestrian and Streetscape Project, in an amount of $7,394,311, authorize a 12.5 percent contingency in the amount of $924,289, for a total contract amount not to exceed $8,318,600; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments;
Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $6,071,837, offset by $2,838,000 of State Local Partnership Program Funds (LPP) and $3,233,837 of Federal Congestion Mitigation and Air Quality Improvement Program (CMAQ) funds;
Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $6,071,837, offset by transfer of $2,838,000 State Local Partnership Program Funds and $3,233,837 of Federal Congestion Mitigation and Air Quality Improvement Program funds from the Capital Projects Grant Fund; and
Accept Categorical Exemption CE 21-100. (District 8)
DISCUSSION
City Council approval is requested to enter into a contract with All American Asphalt, for the construction of the Market Street Pedestrian and Streetscape Project (Project).
The Project will implement a series of pedestrian and streetscape improvements along the 2.2-mile length of Market Street, from the Los Angeles River to 800 feet east of Cherry Avenue. These improvements include new and upgraded decorative street lighting, parkway landscape and hardscape, new street trees, high visibility crosswalks, transit stop enhancements, curb bulb-outs, ADA-compliant curb ramps, sidewalk repairs, driveway repairs, utility relocations, new street furniture, new fiber optic facilities, wayfinding signage, and roadway pavement rehabilitation.
