TITLE
Recommendation to Conduct a public hearing to review the proposed Family Self-Sufficiency (FSS) Action Plan (2021-2022), receive supporting documentation into the record, conclude the hearing, adopt resolution to certify the new FSS Action Plan, and authorize the Assistant Executive Director and/or the Deputy Executive Director to transmit them to the Department of Housing and Urban Development (HUD). (Citywide)

DISCUSSION
This hearing is to review and adopt a new FSS Action Plan, as required by HUD. The purpose of the FSS Action Plan is to establish policies for carrying out the family self-sufficiency program in a manner consistent with HUD requirements and local goals and objectives contained in the Public Housing Agencies (PHAs) FSS Action Plan.

The Housing Authority FSS Action Plan is consistent with the City of Long Beach (City) Consolidated Plan in expanding economic opportunities for low income households.

HUD regulations require that a Resident Advisory Board (RAB) be established to provide input regarding the creation and amendment of these Plans. This requirement was met in a forum held on April 21, 2021. The group was able to provide thoughtful feedback on the program, and their recommendations and insights have been considered and addressed in the FSS Action Plan. The draft Plans have been available for review by the public on the website, www.haclb.org , at all Long Beach Public Libraries, and at the Housing Authority, located at 1500 Hughes Way, A-150, LB, CA 90810.

The attached Resolution updates and accompanies the FSS Action Plan (2021-2022) for submission to HUD.

This matter was reviewed by Deputy City Attorney Richard F. Anthony on December 13, 2021 and by Budget Analysis Officer Greg Sorensen on December 16, 2021.

TIMING CONSIDERATIONS
Housing Authority Commission action is requested on January 11, 2022 to adopt a Resolution and certify the new FSS Action Plan in a timely manner.
