DISCUSSION

Since 1974, the City of Long Beach (City) has been providing services to improve family wellness at four geographically placed facility centers at: Central Facilities Center, 1133 Rhea Street; North Facilities Center, 6335 Myrtle Avenue; West Facilities Center, 2125 Santa Fe Avenue; and, Miller Family Health Education Center, 3820 Cherry Avenue.

 

In addition to City services, community-based services have been provided by a variety of local nonprofit agencies that occupy office space at these sites through FUPs.  Agencies utilizing space at these various facilities are required to be nonprofit agencies and must address a critical need at the local level.  Space is provided on a first-come, first-served basis, based upon availability.  All agencies must meet City insurance requirements.

 

Love Beyond Limits (LBL) is requesting to enter into a FUP for space at the Central Facilities Center. LBL’s mission is to provide education and programming to youth, adults, organizations, and small businesses in underserved communities to create pathways to self-sustainability and build healthy, productive communities.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on December 21, 2021 and by Budget Analysis Officer Greg Sorensen on December 30, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on January 18, 2021, to execute the FUP in a timely manner.

 

FISCAL IMPACT

The FUP with LBL is granted at a fee of $200 per month.  Annual revenue in the amount of $2,400 will accrue in the General Fund.  As lead operator, the City is responsible for additional utilities and facility costs, which are offset by the monthly permit revenue. An appropriation increase of $2,400 for utilities and facility costs is requested in the General Fund Group in the Health and Human Services Department, offset by permit revenue.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
