TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 95866000LBPD24750, with the Los Angeles County Metropolitan Transportation Authority, for providing law enforcement services, to increase the contract amount by $3,730,814, for a revised contract amount not to exceed $36,953,404, for the term of July 1, 2017 to June 30, 2022.  (Districts 1,2,6,7,8)

 

DISCUSSION

On March 7, 2017, the City Council approved the Long Beach Police Department (LBPD) to enter into Contract No. PS95866000LBPD24750 with the Los Angeles County Metropolitan Transportation Authority (LA Metro) to provide law enforcement services daily based on an eight-station model focusing on addressing crime, disorder, and reducing the system's vulnerability to terrorism. The total cost of the contract over the five-year period was an amount not to exceed $30,074,628. The costs of providing services on the transit system are higher than originally considered in the 2017 contract. Staff have been working with LA Metro staff to remedy the contract funding needs.

 

On October 5, 2021, the City Council approved an amendment to the contract that added one Detective, two Quality of Life Officers and the purchase of one vehicle. Modification No. 3, for these services, increased the contract amount by $3,147,962, bringing the total five-year contract amount to $33,222,590.

 

Subsequently, on December 2, 2021, the LA Metro Board approved additional funding of $3,730,814 to cover current service levels through the end of the current contract term, June 30, 2022. Contract Modification No. 4, brings the total five-year contract amount to $36,953,404. LBPD personnel are working with LA Metro on a contract extension, anticipated to be considered by the LA Metro Board before the end of this current contract period.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on December 27, 2021 and by Budget Analysis Officer Greg Sorensen on December 30, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on January 18, 2022, to ensure continuity of services.

 

FISCAL IMPACT

The maximum cost of services reimbursed under Contract Modification No. 4 is $36,953,404 for the term of July 1, 2017 to June 30, 2022.  The expense associated with the agreement is fully offset by reimbursement revenue from LA Metro and is budgeted in the General Fund Group in the Police Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
