TITLE
Recommendation to authorize City Manager, or designee, to execute a Facility Use Permit (FUP) with the Los Angeles Centers for Alcohol and Drug Abuse, for use of the Multi Service Center, at 1301 West 12th Street, for a one-year period, with the option to renew for three additional one-year terms after the end of the initial term, and upon a determination by the City that the permittee has fully complied with the terms and conditions of the permit and is otherwise in good standing with the City, at the discretion of the City Manager. (District 7)
DISCUSSION
The City of Long Beach Department of Health and Human Services, Homeless Services Bureau, oversees the Multi Service Center (MSC) at 1301 West 12th Street, which provides services to individuals and families experiencing homelessness such as case
management, outreach services, intake and assessment services, as well as referrals to shelters and other social service programs.
In addition to the Health and Human Services Department (Health Department), seven social service agencies occupy office space at the MSC to provide critical resources and housing linkages to Long Beach residents experiencing homelessness. Agencies utilizing space at the MSC are required to be nonprofit agencies and address a critical need at the local level. Space is provided based upon availability and priority need for the population served. All agencies must meet City insurance requirements. As per City requirements, the occupant agencies must execute a FUP with the City.
The Los Angeles Centers for Alcohol and Drug Abuse (LA CADA) has requested to partner with the Health Department by entering into a FUP for space at the MSC to initiate a program to provide a court-approved 52-week domestic violence program for individuals experiencing homelessness. The goal of the court-approved program is to provide counseling, education, and skills development. The classes will be offered once a week at the MSC and facilitated by a certified instructor from LA CADA. This program is designed to give individuals with a history of domestic violence the skills needed to end the cycle of partner violence. This program is often court-mandated; however, persons experiencing homelessness generally lack the funds and transportation necessary to participate in the classes. LA CADA would partner with the City Prosecutor’s Office, Public Defender, Alternate Public Defender, and the Governor George Deukmejian Courthouse to identify persons experiencing homelessness in Long Beach that need domestic violence classes. The classes will be offered on a sliding scale for participants. LA CADA will provide progress reports for participants as requested and award a certificate of completion upon graduation from the program.
The FUP will be for the term of one-year and extended at the end of the term for three additional one-year periods upon determination by the City that LA CADA has fully complied with the terms and conditions of the FUP and is otherwise in good standing with the City.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on December 13, 2021 and by Budget Analysis Officer Greg Sorensen on December 30, 2021.
EQUITY STATEMENT
The City has incorporated the Equity Toolkit into this recommendation as requested by the City Council on April 21, 2020. This recommendation will provide assistance to people experiencing homelessness in the City by providing services and resources to reduce and end homelessness in Long Beach.
TIMING CONSIDERATIONS
City Council action is requested on January 18, 2022, to execute the FUP in a timely manner.
FISCAL IMPACT
The FUP is granted at no fee or charge to the agency. As the lead operator, the City is responsible for annual utilities and facility costs currently estimated at $56,196. The annual expense is appropriated in the General Fund Group in the Health and Human Services Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
