TITLE
Recommendation to adopt resolution authorizing City Manager to approve the purchase of Personal Protective Equipment (PPE) from Hagemeyer North America, Inc. in an amount not to exceed $148,800 including tax, to be funded by Homeland Security Grant UASI-07.  (Citywide)
 
DISCUSSION
City Council approval is requested authorizing the City Manager to approve the purchase of Personal Protective Equipment (PPE) for the City in accordance with the Long Beach Municipal Code authorizing such a purchase that does not exceed $500,000 when funded by Homeland Security funds.
 
The Police Department wishes to participate in a cooperative purchase through a U.S.
Communities contract with Hagemeyer North America, Inc., to purchase PPE, which will be funded by a Homeland Security Grant. The PPE will be utilized by the Police Department Special Weapons and Tactics (SWAT) team, and any and all officers who would be deployed to a Weapons of Mass Destruction (WMD) incident within the City, or deployed for mutual aid.
 
The federal Urban Areas Security Initiative (UASI) grant program provides financial assistance to address the unique multi-disciplinary planning, operations, equipment, training and exercise needs of high-threat, high-density urban areas, and assists them in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. The Police Department, through the UASI-07 grant program, is able to procure this PPE.
 
U.S. Communities is a non-profit purchasing alliance that pools the purchasing power of public agencies to achieve bulk volume discounts. They competitively solicit products through a lead public agency and provide a purchasing forum for public agencies nationwide.
 
The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
 
This matter was reviewed by Deputy City Attorney Amy R. Burton on October 22, 2009 and Budget and Performance Management Bureau Manager David Wodynski on October 28, 2009.
 
TIMING CONSIDERATIONS
City Council action to adopt the attached Resolution is requested on November 17, 2009 to ensure that the contract is in place expeditiously to minimize delivery turnaround time.
 
FISCAL IMPACT
The cost of this contract is $148,800 including tax, and will be funded by Homeland Security Grant UASI-07 in the General Grants Fund (SR 120) and the Police Department (PD) budgets.
