TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents or subcontracts, including any subsequent amendments, changing the award amount with the California Department of Public Health, to receive and expend up to $169,168 of grant funding annually, to support the expansion of the Disease Intervention Specialist (DIS) workforce, for the period of July 1, 2021 through December 31, 2025, with the option to renew for one additional five-year period, at the discretion of the City Manager; and
Increase appropriation in the Health Fund Group in Health and Human Services Department by $169,168, offset by grant revenue. (Citywide)
DISCUSSION
City Council approval is requested to enter into an agreement with the California Department of Public Health (CDPH), Sexually Transmitted Disease (STD) Control Branch, to accept and expend grant funding of up to $169,168 annually for expansion of the Disease Intervention Specialist (DIS) workforce.
The Department of Health and Human Services (Health Department) will use this funding to expand, train, and sustain a response-ready DIS workforce, by increasing capacity to conduct disease investigation, linkage to prevention and treatment, case management and oversight, and outbreak response for STD, HIV, COVID-19 and other infectious diseases.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on November 30, 2021 and by Budget Analysis Officer Greg Sorensen on December 8, 2021.
TIMING CONSIDERATIONS
City Council action is requested on January 4, 2022, to execute a contract with the State in a timely matter.
FISCAL IMPACT
The City will receive grant funding in an annual amount not to exceed $169,168 for the period of July 1, 2021 through December 31, 2025. An appropriation increase in the amount of $169,168 is requested in the Health Fund Group in the Department of Health and Human Services, offset by grant revenue. Funding for subsequent years will be requested through the annual budget process. No match or in-kind service mandate is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
