TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35479 with Independent Electric Supply, Inc., dba Independent Utility Supply, of Tracy, CA, for furnishing and delivering Mueller products, to increase the annual contract amount by $150,000, for a revised annual contract amount not to exceed $400,000.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35479 with Independent Electric Supply, Inc., dba Independent Utility Supply, to continue the furnishing and delivering of Mueller products used by the Department of Energy Resources (ER). These products are predominantly natural gas control fittings and equipment, which are specialized pipeline components used by ER to safely control the flow of natural gas to maintain the City’s natural gas distribution system. Mueller fittings are proprietary and are designed for use with other Mueller equipment currently utilized by ER. In addition, ER personnel have been exclusively trained to operate Mueller brand fittings and equipment. Purchasing products other than those manufactured by Mueller is not a cost-effective option.

 

On January 21, 2020, the City Council awarded a contract to Independent Electric Supply, Inc., dba Independent Utility Supply, for furnishing and delivering of Mueller products. Due to increased pricing of inventory items and equipment updates not originally anticipated, the City of Long Beach (City) requires an increase to the contract amount.  The requested action will allow for continued purchasing and response to ongoing planned projects, and any future unforeseen projects.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony and Purchasing Agent Michelle Wilson on November 29, 2021, and by Revenue Management Officer Geraldine Alejo on December 9, 2021.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 35479 is requested on January 4, 2022, to ensure there is no interruption to services.                                          

 

FISCAL IMPACT

The requested action increases the annual contract authority with Independent Electric Supply, Inc., dba Independent Utility Supply, by $150,000, for a revised total annual contract amount not to exceed $400,000. Sufficient funds are budgeted in the Gas Fund Group in the Energy Resources Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with the recommendation.
