DISCUSSION

City Council approval is requested to enter into a contract with Quality Office Furnishings, for the purchase, delivery, and installation of various office furniture equipment, which includes, chairs, desks, couches, cubicles, and other general office furniture at the new Future LB Youth Center and the WorkPlace Adult Satellite offices located at 500 West Willow Street, Long Beach, CA.

 

Operated by Pacific Gateway Workforce Innovation Network (PGWIN) and administered by the Economic Development Department, the Future LB Youth Center and WorkPlace Adult satellite offices serve to extend the reach of job training programs and business services delivered by Pacific Gateway to assist residents in acquiring skills leading to employment in high-demand occupations with local employers. Through a network of community-based organizations and educational entities, Future LB will provide services for youth ages 14-24. These services include the provision of information on education and employment pathways connected to key industries; access to volunteer positions and community resources; access to labor market information, career exploration, and other related career resources; academic and career advisement; and industry-aligned preparation, training, and placement into high grown/high-wage career opportunities.

 

The Workforce Development Bureau of the Economic Development Department researched procurement options for office furniture, delivery, and installation, and discovered other agencies had completed an open, fair, transparent, and competitive procurement process. City staff reviewed the contract options and determined that the contract between JCOC with Quality Office Furnishings provided the best value to the City of Long Beach (City).

 

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies. This alternative procurement method can save time and reduce costs through economies of scale by purchasing under existing contracts from other government agencies on a voluntary and selective basis, when authorized by a Resolution adopted by the City Council.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on December 6, 2021, Purchasing Agent Michelle Wilson on November 29, 2021, and by Budget Operations and Development Officer Rhutu Amin Gharib on December 7, 2021.

 

TIMING CONSIDERATIONS

City Council action to adopt a Resolution and award a contract concurrently is requested on January 4, 2022, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total amount of the contract will not exceed $300,000 with the same terms of the JCOC contract which expires on July 1, 2023, with the option to renew for as long as the JCOC is in effect. The cost of the contract will be offset by Workforce Innovation and Opportunity Act (WIOA) and other employment and training related grants. Sufficient funds are currently budgeted in the Community Development Grants Fund Group in the Economic Development Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
