Update on Homeless Services Bureau Operations
• Paul Duncan and Alvin Teng provided an overview on the following items:
• RFPs
o Continuum of Care Notice of Funding Opportunity
o Safe Parking
• MSC Construction
o Construction has started to the MSC to repair plumbing and redesign the showers to a more trauma informed design. Construction will last approx. 3 months
o Bringing in portable showers to meet people’s showering needs
• Project Homekey / Roomkey
o Finalized extension of PRK through January 2022, we do not anticipate extending further than the time period
o 20 additional motel vouchers will be covered through County PRK funds for January 2022 - June 2022
o County PRK funds will provide 10 RRH slots for non-EHV eligible households
o County PRK funds will provide funding for 2 ICMS case managers for 1 year
o The state has released an RFP for the second round of PHK funding
• Emergency Housing Vouchers
o As of last week, over 300 people have been matched to vouchers at this point
o Average matching 40 people per week
o Approximately 135 vouchers have been issued and are now on the street
o We have had several move-ins and have a handful of people that are now in the lease up process
• Long Beach 2022 Homeless Count
o The 2022 PIT Count will take place on the morning of Tuesday, January 25 with a staggered deployment due to COVID-19
o Requests for volunteers and marketing to go out by end of October
o CoC Ad-hoc Subcommittee meeting to be scheduled
o Updates to the Count that Staff are exploring:
§ Transition to full use of mobile app for count and surveys
§ Visual counts of vehicular homelessness
§ Incorporation of Youth survey into PIT Count
§ Use of volunteer platform to streamline volunteer coordination
§ Virtual volunteer trainings
o Requests of CoC Members:
§ Volunteers for the count and logistics
§ Donations for incentives, such as gift cards, hygiene kit supplies, socks, etc.
§ Donations for volunteers, such as food or drink
§ Marketing of volunteer opportunity
o Questions:
§ Board Member Jina Lawler: Are you going to require volunteers to be vaccinated?
• Paul Duncan: We have not gotten that far yet in planning. We are looking at if it will be a large-scale outdoor/indoor event. We are looking at the model of showing proof of vaccination the day of showing a negative test within the last 48 hours. We have not finalized what we will do, but additional guidance will be communicated at a later date.
§ Board Member Jina Lawler: For the NOFO, those are only for new projects?
• Paul Duncan: We will respond to this in the next item after this part of the presentation. It’s mostly for new projects, but there’s $30,000 that will go towards for expansions. We are looking specifically at permanent housing, but will cover more in our next item.
§ General Member Erik Miller: When it comes to the Homeless Count, when will request for volunteers come out?
• Alvin Teng: We are projecting end of October for link for volunteers to sign up will be available. The actual date is not finalized.
