TITLE

Recommendation to conduct a public hearing to review the proposed Housing Authority Annual Plan (2021-2022), receive supporting documentation into the record, conclude the hearing; adopt resolution to certify the new Plan, and authorize the Deputy Executive Director to transmit them to the Department of Housing and Urban Development (HUD).  (Citywide)

 

DISCUSSION

This hearing is to review and adopt a new Housing Authority Annual Plan (Plan), as required by Section 511 of the Quality Housing and Work Responsibility Act of 1998.

 

In 1998, Congress enacted legislation known as the Quality Housing and Work Responsibility Act, requiring each Housing Authority to complete a Plan and to update and submit them to HUD.  The 2022 Plan provides details about the Housing Authority’s immediate operations, programs, and services, and is updated on an annual basis. The Plan also addresses the Housing Authority’s strategy for handling operational concerns, as well as residents’ concerns and needs.

 

The Plan is consistent with the City’s Consolidated Plan. The Housing Authority will continue to solicit requests for project-based voucher developments to further the commitment to creation and preservation of affordable housing for low income and special needs households; support activities to end homelessness, expand economic opportunities for low income households and promote fair housing choice. The Housing Authority will also increase opportunities to improve customer service through the online experience with user portals and ongoing professional development and training of staff to better serve clients.

 

HUD regulations require that a Resident Advisory Board (Board) be established to provide input regarding the creation and amendment of these Plans. This year, that requirement was met in a forum held on April 21, 2021. The Board was able to provide thoughtful feedback on the program, and their recommendations and insights have been considered and addressed in the Plan.  Draft Plans have been available for review by the public on the Housing Authority’s website, www.haclb.org <http://www.haclb.org>, at all Long Beach Public Libraries, and at the Housing Authority, located at 1500 Hughes Way, A-150, LB, CA 90810.

 

The attached Resolution updates and accompanies the Annual Plan (2021-2022) for submission to HUD.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on November 8, 2021 and by Budget Analysis Officer Greg Sorensen on November 11, 2021.

 

TIMING CONSIDERATIONS

Housing Authority Commission action is requested on December 7, 2021.

There is no fiscal impact or local job impact associated with this recommendation.
