TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend funding from the LBPD Solving Cold Cases with DNA 09 grant cooperative agreement; and increase appropriations in the General Grants Fund (SR) and in the Police Department (PD) by $286,402.  (Citywide)

DISCUSSION
The City of Long Beach Police Department was recently awarded funding in the form of a cooperative agreement from the U. S. Department of Justice, Office of Justice Programs, National Institute of Justice for the LBPD Solving Cold Cases with DNA 09 project in the amount of $286,402. The project will be managed as a grant, and funds will be used to continue the operation of the grant-funded cold case unit.

This item was reviewed by Deputy City Attorney Gary Anderson on September 21, 2009 and Performance Management Bureau Manager David Wodynski on September 22, 2009.

TIMING CONSIDERATIONS
City Council action on this matter is requested on October 20, 2009, to expedite use of the grant funds.

FISCAL IMPACT
The LBPD Solving Cold Cases with DNA 09 is currently unbudgeted; therefore, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds.

SUGGESTED ACTION
Approve recommendation.
