DISCUSSION
City Council approval is requested to amend contract No. 34895 with LAZ Parking California, LLC (LAZ), to continue providing citywide parking operations and management services.

On November 7, 2017, the City Council adopted RFP No. PW17-033 and concurrently awarded a contract to LAZ to provide citywide parking operations and management services.

On June 19, 2018, the City Council approved an amendment to Contract No. 34895 with LAZ to increase the contract authority and expand its scope of services to provide operations and management services at three new parking assets upon the expiration of the City’s 15-year agreement with DDR Management, LLC (DDR,) on May 31, 2018, who previously managed operations and maintenance at these three parking assets.

On January 7, 2020, the City Council approved an amendment to increase the contract authority to support several citywide parking projects. LAZ’s parking operations expertise and support assisted Public Works in delivering various citywide parking improvements and initiatives, including: new parking and revenue control systems at Civic Center and City Place C structures, upgraded camera surveillance system at Aquarium structure, COVID-19 Parking Permit Relief Program management, LED lighting upgrades at Civic Center structure, and tenant improvements to the City’s parking office.

On December 8, 2020, the City Council approved an amendment to increase contract authority to support the contract’s first one-year renewal option. During the renewal year, LAZ continued providing citywide parking operation...
