Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $807,200, offset by Federal Highway Safety Improvement Program (HSIP) funds from Caltrans (HSIPL-5108(190)); and

 

Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $807,200, offset by transfer of HSIP funds from the Capital Grant Fund.  (Districts 4,5)

 

DISCUSSION

City Council approval is requested to enter into a contract with Select Electric, Inc., for the Los Coyotes Diagonal Safety Improvement Project (Project).

 

The Project will upgrade ten traffic signals along the Los Coyotes Diagonal between Outer Traffic Circle and Carson Street. Dilapidated equipment including outdated eight-inch vehicle heads, non-countdown pedestrian heads, mast arms, poles, vehicle/bicycle detectors, non-ADA pedestrian push buttons, and safety lighting and wiring will be replaced to conform to current City of Long Beach (City) and Department of Transportation (DOT) standards. Additionally, pedestrian push buttons and LED countdown pedestrian heads will be installed at all pedestrian crossing locations within the Project.

 

On December 30, 2013, City staff pursued funding from the Highway Safety Improvement Program (HSIP) Cycle 8 specifically for this Project.

 

On November 21, 2016, Southern California Metropolitan approved the City’s HSIP application for this Project.

 

On August 20, 2020, the City requested DOT’s authorization for construction and construction engineering for the Project, which was subsequently approved by the State Agency on December 16, 2020.

 

The bid was advertised in the Long Beach Press-Telegram and the City’s electronic bid system on August 19, 2021, and 26 potential bidders specializing in construction services were notified of the opportunity. The bid documents were made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 38 local, minority-owned, and women-owned business groups. There were six bids received on September 10, 2021.  Of those, one was a Minority-owned Business Enterprise (MBE), none were Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprise (SBE), and none were Long Beach businesses (Local). Select Electric, Inc., of Vista, CA (MBE), was the lowest responsible bidder.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber and Business Services Bureau Manager Tara Mortensen on October 14, 2021, and by Budget Management Officer Nader Kaamoush on October 25, 2021.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specification No. R-7190 and award a contract concurrently is requested on November 9, 2021, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total contract amount will not exceed $1,317,250.  The total project cost will not exceed $1,491,690, including contingency, and the cost for design, construction, construction management, labor compliance, and project oversight.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will provide continued support to the local economy.  The number of additional local jobs created by this project will not be known until the contractors have completed their hiring and construction has commenced.

 

An appropriation increase in the amount of $1,614,400 is requested in the Capital Projects Fund Group in the Public Works Department.  Of this amount, $807,200 will be offset with HSIP reimbursement revenues received from Caltrans.  The remaining $807,200 is a technical appropriation to allow for the transfer of HSIP funds from the Capital Grant Fund, a fund within the Capital Projects Fund Group.
