TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents including subsequent amendments, with Policing Equity, Inc., permitting the sharing of law enforcement data for analysis and research purposes, for a three-year period. (Citywide)
DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into an agreement with Policing Equity, Inc. (PE), formerly Center for Policing Equity, to develop a strategic relationship permitting the exchange of data and information. In exchange, PE will provide research, analysis, and recommendations to improve police practices.
PE is nonprofit organization that works with academic research institutions, individual researchers, local government and community stakeholders, and law enforcement agencies to advance the state of knowledge in the law enforcement field. PE’s mission is to advance the accumulation of unique data in the field and to use research and data to improve police practices and police/community relations.
It is anticipated that LBPD’s liaison will spend 30 minutes per month meeting with PE and/or PE-related parties, in addition to regular communication and information sharing pertaining to the dynamics of the LBPD and local community.
This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on October 18, 2021 and by Budget Analysis Officer Greg Sorensen on October 21, 2021.
TIMING CONSIDERATIONS
City Council action is requested on November 9, 2021, to ensure the agreement is in place expeditously.
FISCAL IMPACT
There is no fiscal or local job impact associated with this recommendation. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
