Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35556 with Overland, Pacific and Cutler, Inc., of Long Beach, CA, and Contract No. 35555 with lnterwest Consulting Group, Inc., of Long Beach, CA, for as-needed real property acquisition, relocation, and related services, to increase the  aggregate contract amount by $1,000,000, for a revised total aggregate amount not to exceed $3,000,000.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35556 with Overland, Pacific and Cutler, Inc. (OPC), and Contract No. 35555 with lnterwest Consulting Group, Inc. (Interwest), to continue providing as-needed real property acquisition, relocation, and related services, to increase the  aggregate contract amount by $1,000,000, for a revised total aggregate amount not to exceed $3,000,000.

 

On May 5, 2020, the City Council awarded contracts to OPC and lnterwest as part of its adoption of RFP ED19-120 for as-needed real property acquisition, relocation, and related services, for a two-year period, with the option to renew for three additional one-year periods, for a total aggregate contract amount of $2,000,000.  Several high-priority programs, one-time projects, and other ongoing property management projects have significantly exhausted the contracts’ amounts. These programs and projects include the Queen Mary, Community Hospital, Long Beach Armory, 1858 Atlantic Avenue, and the City’s recently launched Storefront Reopening and Board-Up Program.  The requested action will allow for a continuity of services and continued response to ongoing planned projects, programs, and any future unforeseen projects.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on September 2, 2021, Business Services Bureau Manager Tara Mortensen on September 23, 2021, and by Budget Management Officer Rhutu Amin Gharib on September 26, 2021.

 

TIMING CONSIDERATIONS

City Council action to amend the contracts is requested on October 19, 2021, to ensure current services can continue without interruption.

 

FISCAL IMPACT

The requested action increases the aggregate contract authority with OPC and lnterwest by $1,000,000, for a total aggregate amount not to exceed $3,000,000. No appropriation increase is requested at this time. Each workorder will be funded by the requesting department for particular projects as the need arises. At that time, if needed, departments will return to the City Council to request appropriation. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. These contracts provide continued support to our local economy by assisting in the preservation of employment for 24 full-time employees and one part-time employee residing in Long Beach.
