TITLE
Recommendation to adopt resolution authorizing the Assistant Executive Director and/or the Deputy Executive Director to execute all required documents necessary to accept funding from the Los Angeles Housing Department (LAHD), formerly the Housing and Community Investment Department of Los Angeles (HCIDLA), to continue the Housing Opportunities for Persons with Aids (HOPWA) Program for FY 2021- 2022, July 1, 2021 through June 30, 2022. (Citywide)
DISCUSSION
Since 1999, the Housing Authority of the City of Long Beach (HACLB) has been providing housing and supportive services to low-income persons living with HIV/AIDS with funding provided by LAHD. Working with our partners at the City of Long Beach Department of Health and Human Services (Health Department) and with the St. Mary's Hospital Care Program, the programs have been successful in preventing homelessness among low income families dealing with HIV/AIDS. The existing contract with LAHD expired on June 30, 2021 and a new contract has been negotiated.
There is a change in the scope of work. This contract will include supportive services to only those that are assisted by the Tenant Based Rental Assistance (TBRA) Program. Supportive services specialists will provide HOPWA TBRA case management to help them maintain their housing and increase their independence. Funding is also being renewed to continue to provide the direct rental subsidies through the TBRA component
for 48 families annually.
The term of this contract is for FY 2021-2022, July 1, 2021 through June 30, 2022, and approximately $1.35 million is available for supportive services and TBRA components. Continued funding for these services is vital for Long Beach service areas.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on September 14, 2021 and by Budget Analysis Officer Greg Sorensen on September 22, 2021.
TIMING CONSIDERATIONS
HACLB action is requested on October 12, 2021, so all required documents can be
executed to accept HOPWA program funding for July 1, 2021 through June 30, 2022.
FISCAL IMPACT
The HACLB will receive up to $1,350,000 in funding for the period of July 1, 2021 through June 30, 2022. There is sufficient appropriation for these funds in the Housing Authority Fund Group in the Health Department. No match or in-kind service mandate is required. This recommendation has no staffing impact beyond normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
