TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary amendments, with Elastec, Inc., of Carmi, IL, for the purchase of an OMNI Catamaran boat, with floating trash collection pods, lighting, and other accessories, for a total amount of $142,835, including taxes and fees. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Elastec, Inc. (Elastec), to purchase an OMNI Catamaran boat for the Parks, Recreation and Marine Department. The vessel will be used for slip and seawall cleaning at Rainbow Harbor and the Shoreline Marina. It will also be deployed as part of the in-water storm debris management system just above the South Shore Launch Ramp. In addition, the boat will have a working winch arm that allows the staff to maneuver and set navigational aid buoys.
Elastec is the sole manufacturer of this type of unit in the United States. Purchase of this unit was approved as a one-time enhancement in the Fiscal Year 2019 (FY 19) Budget for an In-Water Storm Debris Collection System. Since FY 19, one-time funding in the amount of $101,124 remained unspent and was reappropriated in the Tidelands Operating Fund Group each fiscal year for this purpose. The remaining amount of $41,711 will be funded from existing resources in the Tidelands Area Fund Group.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on August 24, 2021, Business Services Bureau Manager Tara Mortensen on August 17, 2021, and by Revenue Management Officer Geraldine Alejo on August 25, 2021.
SUSTAINABILITY
The OMNI Catamaran uses unleaded gasoline and has a California Air Resources Board certified, three-star, ultra-low emissions-rated outboard motor that is 90 percent cleaner than the Environmental Protection Agency’s 1998 standard.
TIMING CONSIDERATIONS
City Council action is requested on September 14, 2021, to ensure a contract is in place expeditiously.
FISCAL IMPACT
The total contract amount will not exceed $142,835, inclusive of taxes and fees. This unit will be paid for by $101,124 in one-time funding carried over into FY 21 for this purpose. The balance of $41,711 will be funded within current resources budgeted in the Tidelands Area Fund Group in the Parks, Recreation and Marine Department. Starting in FY 22, ongoing maintenance costs for this unit are estimated at $20,159 per year. First-year costs are anticipated to be funded within available resources budgeted in the Tidelands Operating Fund Group in the Parks, Recreation and Marine Department. Following FY 22, if needed, the department will request an appropriation increase as part of the FY 23 budget process. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
