TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary documents including subsequent amendments, with the Los Angeles County Registrar-Recorder/County Clerk, for the installation of a Vote Center Facility Drop Box at Stearns Champion Park for a period of five years. (District 4)

DISCUSSION
City Council approval is requested to enter into an agreement with the Los Angeles County Registrar-Recorder/County Clerk (LARRCC), for the September 14, 2021 California Gubernatorial Recall Election, to install a drop-off ballot facility at Stearns Park to facilitate voter accessibility and convenience.

Drop-off locations are determined by the county elections official, working with the City Clerk’s Office. In determining locations, the elections official shall, at a minimum, consider concentrations of population, geographic areas, voter convenience, proximity to public transportation, community-based locations, security, and available funding.
Staffed drop box locations may include, but are not limited to, city offices, public libraries, county offices, assisted living facilities, local businesses, and offices of community organizations.
During November 2020 Presidential Election, there were a total of 18 drop box locations installed across the City of Long Beach. Voters will now have access to 24-Hour drop boxes at participating locations across the County.
This matter was reviewed by Deputy City Attorney Amy Webber on July 27, 2020 and by Budget Management Officer Rhutu Amin Gharib on July 27, 2020.

TIMING CONSIDERATIONS
City Council action is requested on August 3, 2021, to allow LARRCC to begin installing the 24-Hour drop box at Stearns Champion Park.

FISCAL IMPACT
