DISCUSSION

City Council approval is requested to increase and extend the contracts for as-needed plan review and inspection services for the Department of Development Services’ (Department) Building and Safety Bureau (Building Bureau).

 

On July 11, 2017 and March 5, 2019, the City Council authorized awarding and amending Contract No. 34677 with Bureau Veritas North America, lnc., Contract No. 34676 with California Code Check, Contract No. 34674 with CSG Consultants, lnc., Contract No. 34678 with Interwest Consulting Group, Contract No. 34706 with Jason Addison Smith Consulting Services, lnc., dba JAS Pacific, Contract No. 34689 with J. Lee Engineering, lnc., Contract No. 34675 with Owen Group, lnc., and Contract No. 34690 with The Code Group, lnc., dba VCA Code as part of its adoption of Specifications No. RFQ DV17-038 for as-needed plan review and inspection services for two years, with the option to renew for two additional one-year periods.

 

Since the adoption of Specifications No. RFQ DV17-038, the Building Bureau has added staff to address the influx of new residential and commercial development projects as well as supplemental assistance resulting from vacancies and workforce shortages caused by employee turnover, retirements, short-term illnesses, medical leaves, and temporary duty assignments. The current agreements are set to expire on July 31, 2021; however, the need for these services is ongoing. The Department has posted a new Request for Qualifications (RFQ) to competitively identify professional firms to continue providing these services, but the selection and award process will not be finalized prior to expiration of the current agreements. Therefore, City Council approval is requested to extend the term of the current agreements for three months to October 31, 2021, and to add $650,000 of additional aggregate authority to prevent a gap in services.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on May 13, 2021, Business Services Bureau Manager Tara Mortensen on May 18, 2021, and by Budget Management Officer Rhutu Amin Gharib on June 8, 2021.

 

TIMING CONSIDERATIONS

City Council action to is requested on July 13, 2021, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action extends the term of the contracts and increases aggregate contract authority by $650,000, for a revised total aggregate amount not to exceed $4,600,000 for an additional 3 months until October 31, 2021. The additional contract authority is currently budgeted in the Development Services Fund Group in the Development Services Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The number of additional local jobs associated with this recommendation is unknown.
