TITLE
Recommendation to request City Manager to work with the Police Department to provide a report within 60 days on the feasibility and costs of participating in the Active Bystandership for Law Enforcement Program.
DISCUSSION
At the October 15, 2020 meeting of the Public Safety Committee a presentation was provided by the Long Beach Police Department on national programs supporting bystandership. The committee discussed the Active Bystandership for Law Enforcement (ABLE) program that is taught out of Georgetown Law School and made a recommendation that the City Council consider funding for participation in the program as part of our social equity programming.
This program is designed to develop and deliver practical, scenario-based training for police agencies in the strategies and tactics of police peer intervention. The ABLE Project guides agencies and communities on the concrete measures that must be in place to create and sustain a culture of peer intervention. The ABLE Project also provides a wide array of resources to communities and law enforcement agencies across the country interested in developing peer intervention programs of their own.

FISCAL IMPACT
This recommendation requests the City Manager to work with the Long Beach Police Department to provide a report in 60 days on the feasibility and costs of participating in the Active Bystandership for Law Enforcement (ABLE) Program. The requested action is anticipated to have a moderate impact on staff hours beyond the budgeted scope of duties and is expected to have moderate impact on existing City Council priorities.
