TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into a Memorandum of Understanding, and any subsequent amendments, with the County of Los Angeles, by and through the Los Angeles County Development Authority acting as its agent, for lead-based paint hazard mitigation program management services, in the amount of $589,557, for the period commencing upon the execution date through May 31, 2023, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and
Increase appropriations in the Health Fund Group in the Health and Human Services Department by $589,557, offset by reimbursement revenue. (Citywide)
DISCUSSION
City Council approval is requested to enter into a Memorandum of Understanding (MOU) with the County of Los Angeles (County), by and through the Los Angeles County Development Authority (LACDA) acting as its agent. The term of the MOU will commence on the execution date and continue through May 31, 2023. This recommendation will contribute to controlling or removing lead-based paint hazards in Long Beach homes and protect vulnerable populations from further exposure to environmental hazards.
Beginning in 2021, the County will operate a new program, Lead Free Homes LA Program (Program), to provide lead-based paint hazard mitigation services in residential housing throughout County. The Program will prioritize enrollment to residential properties built before 1951 and occupied by low-income families with children under 6 years of age or pregnant women. Program services include testing, temporary relocation, and mitigation of lead-based paint hazards from the interior and exterior of residential structures. The County selected the City’s Department of Health Human Services (Health Department) to collaborate in facilitating the Program within the City’s jurisdiction.
Under the terms of the MOU, the Health Department’s Lead Hazard Control Program will assist LACDA in the outreach and enrollment of households into the Lead-Free Homes LA Program. The County will reimburse the City in the amount of $589,557. The Health Department will provide strategic planning, outreach and community engagement, enrollment, reporting, and administration. The County will be responsible for Program administration, implementation, oversight, and administration of consultant and construction contracting services, and final inspections of mitigated properties. This funding will assist in retaining existing staff in the Health Department and expanding the Lead Hazard Control Program’s capacity to service low-income residents in the community.

TIMING CONSIDERATIONS
City Council action is requested on July 6, 2021, to expedite the provision of the MOU-funded services.
FISCAL IMPACT
The City will receive reimbursable funding in the amount of $589,557 for the period commencing upon the execution date of the MOU and continue through May 31, 2023. An appropriation increase of $589,557 is requested in the Health Fund Group in the Health and Human Services Department, offset by reimbursement revenue. The MOU will ensure that there are no duplication of services by LACDA and the Health Department. No match or in-kind service mandate is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The Health Department will request two additional full-time equivalent staff (2.0 FTE) to support the Lead Hazard Control Program (1.0 FTE Community Program Specialist III and 1.0 FTE Health Educator II). The Community Program Specialist III and Health Educator II will devote 50 percent of their time to services required by the MOU. This funding will offset 50 percent of the cost for an additional 2.0 FTE staff in the Lead Hazard Control Program.
