TITLE

Authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35089 with ABM Industry Group, LLC, of Tustin, CA, for providing custodial services to various locations, to increase the annual contract amount by $900,000, for a total annual amount of $2,142,464, with a 10 percent contingency in the amount of $214,247, for a revised total annual contract amount of $2,356,711.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35089 with ABM Industry Group, LLC (ABM), to provide custodial services to various locations, for a revised total annual amount of $2,356,711, inclusive of a 10 percent contingency and a total revised contract amount not to exceed $5,590,133.

 

On October 23, 2018, the City Council awarded a contract to ABM as part of its adoption of ITB LB18-082 in the annual amount of $1,274,000, with a 10 percent contingency, for two years, with the option to renew for three additional one-year periods. The first renewal option was exercised, and the contract expires on November 6, 2021.  The contract was amended to increase the amount by $500,000 by the City Manager to appropriately respond to the declared emergency related to the COVID-19 pandemic including necessary enhanced cleaning and disinfection services for the continuity of operations at critical first responder and City service locations. This request will provide the resources necessary to avoid a disruption of regular services and allow for continued enhanced cleaning and disinfection as-needed emergency services, as we continue to ensure the safety of our staff and the community. 

 

On March 10, 2020, the City Council recognized that an emergency existed and unanimously passed a Resolution ratifying the City Manager’s Proclamation of a Local Emergency and the Public Health Officer’s Declaration of Local Health Emergency due to the COVID-19 pandemic. Pursuant to LBMC Chapter 2.69 and 2.85, the City Manager has the authority to approve purchases of up to $1,000,000 for goods or services related to a proclaimed emergency. 

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on May 14, 2021, Business Services Bureau Manager Tara Mortensen on May 13, 2021, and by Revenue Management Officer Geraldine Alejo on May 21, 2021.

 

EQUITY LENS

 

The City has incorporated the Equity Toolkit in this recommendation, as requested by the City Council on April 21, 2020. The services derived from this contract were completed in accordance with procurement procedures. Additionally, the services provided under this contract positively impact the City’s public health emergency response by limiting the potential disruption of critical City services, including those provided in communities of color disproportionally affected by the effects of COVID-19.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 35089 is requested on June 15, 2021, to ensure no interruption to services.

 

FISCAL IMPACT

The receive and file request documents the contract increase of $500,000 for Munis Contract No. 3190000014 (Contract No. 35089), with ABM Industry Group, LLC, for regular and as-needed emergency services. The requested amendment will increase the annual contract amount with ABM Industry Group, LLC, by $900,000 for a revised total annual contract amount not to exceed $2,356,711, inclusive of a 10 percent contingency. The revised total contract authority with ABM Industry Group, LLC, inclusive of both recommendations, is an amount not to exceed $5,590,133. Sufficient funds are budgeted in various funds and departments. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The approval of this contract amendment will provide continued support to our local economy by assisting in the preservation of employment for 83 full-time and 27 part-time employees residing in Long Beach.
