TITLE
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $10,000, offset by the Third Council District One-time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to the Long Beach Rowing Association (LBRA) at 5750 Boathouse Lane for the creation of a free Youth Learn to Row Summer Camp targeted for students attending Cabrillo, Poly and Jordan High Schools; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $10,000 to offset a transfer to the City Manager Department.
DISCUSSION
INTRODUCTION:
The Long Beach Rowing Association (LBRA) acts as an essential local and regional steward for the sport of rowing and as a US Rowing Training Center Partner. LBRA works to advance rowing and sportsmanship as well as health and fitness, not to mention community and friendship. Supporting positive fitness and sportsmanship focused priorities is what LBRA does every day to the benefit of the City.
The Third District Council Office would provide a contribution to LBRA for the creation of a multi-week summer camp program for students from underserved communities to participate in a learn to row program. Rowing is notoriously an activity that can be difficult to participate in due to the cost and access and this presents a significant barrier to entry for youth interested in learning about this sport and those who are interested in competing in this sport for purposes of collegiate athletics. The Council District has a goal of developing an annual program designed to bring high school students who have not been exposed to this sport into contact with other youth who are already participating in the Long Beach Junior Crew (LBJC) program as well as volunteer adult coaches from LBRA. This collaboration will allow summer camp participants to learn the sport and set them up with experience, fundamental skills, confidence, and friendships. Camp participants who enjoy the sport and want to continue would have the opportunity to apply for a scholarship for membership to the year-round LBJC program.

FISCAL IMPACT
This recommendation requests the City Manager Department to provide a contribution to the Long Beach Rowing Association for the creation of a free Youth Learn to Row Summer Camp. The total appropriation increase in the General Fund Group in the City Manager Department by $10,000 is offset by a decrease of appropriation of Third Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. Implementing this recommendation is expected to have a minimal impact on staff hours beyond the budgeted scope of duties and is expected to have minimal impact on existing City Council priorities.
