TITLE

Increase appropriations in the General Fund Group in the Parks, Recreation and Marine Department by $8,300, offset by donation revenue from Sk8 Dojo.  (District 1)

 

DISCUSSION

On November 19, 2020, the Parks and Recreation Commission (Commission) approved the Field and Court Improvements Toolkit (Toolkit), a comprehensive overview of steps, roles and responsibilities, and an inventory of available sites for ongoing needed improvements.  The Parks, Recreation and Marine Department (Department) partners with the community for periodic and seasonal improvements that include cleanups. The Toolkit has successfully been used by several groups to propose park improvements.

 

The Department received a proposal from SK8 Dojo to enhance the experience of skate park users at the Michael K. Green Skate Park in 14th Street Park.  SK8 Dojo supports skate park preservation and provides volunteer opportunities for at-risk youth in Long Beach. Participants are given the opportunity to build their resume, develop leadership skills, and maintain social health and overall wellness. In turn, the neighborhood and surrounding environment benefit from the volunteerism.

 

Sk8 Dojo received a $9,750 grant from General Motors to conduct quarterly clean-ups, of which a total of $8,300 is proposed to be donated to the City to be used by the Department to place additional cement paths at the Michael K. Green Skate Park. Sk8 Dojo collaborated with Habitat for Humanity and residents who live in the Washington Neighborhood area and users of the Michael K. Green Skate Park to identify the proposed concrete paths (Attachment A). Sk8 Dojo reached out to collaborators that included park users, sports groups, neighbors, neighboring businesses, sports organizations, friends-of-parks groups, and parks staff to ensure proposed clean-ups and cement work did not negatively impact other park users.

 

On February 8, 2021, the Commission approved the proposed quarterly clean-ups (Attachment B) and authorized the Right-of-Entry permit to SK8 Dojo and recommended to City Council to accept a total of $8,300 to place additional cement pathways at Michael K. Green Skate Park (Attachment C).  The additional cement pathways were installed by contractors in March 2021.

 

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on April 6, 2021 and by Revenue Management Officer Geraldine Alejo on April 17, 2021.

 

TIMING CONSIDERATIONS

Following approval of the Commission, the Department facilitated the installation of the cement pathways in March 2021. City Council action is requested on May 4, 2021, to allow for the reimbursement of City expenses.

 

FISCAL IMPACT

The City will receive donation revenue in an amount not to exceed $8,300 from Sk8 Dojo to reimburse the City for expenses related to placing additional cement pathways at Michael K. Green Skate Park. An appropriation increase is requested in the amount of $8,300 in the General Fund Group in the Parks, Recreation and Marine Department, offset by donation revenue from Sk8 Dojo. The donation has no match requirement. Ongoing park maintenance will be the responsibility of the Parks, Recreation and Marine Department. The estimated annual cost of maintenance for the cement pathways is $200. Funding for this maintenance cost is currently budgeted in the General Fund Group in the Parks, Recreation and Marine Department. This recommendation has no staffing impacts beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
