TITLE
Recommendation to adopt Specifications No. RFP PD20-073 and award a contract to General Dynamics Information Technology, Inc., of Falls Church, VA, for the purchase of Intelligence Analyst services, in a total annual amount not to exceed $379,466, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments. DISCUSSION
City Council approval is requested to enter into a contract with General Dynamics Information Technology, Inc. (GDIT), for the purchase of Intelligence Analyst services. Intelligence Analyst services are necessary to further local and national security efforts by collaborating with federal and state law enforcement agencies to integrate criminal and terrorism threat intelligence and provide intake, analysis, fusion, synthesis, and dissemination of that information. GDIT will provide top secret security clearance, subject-matter experts in counterterrorism, including domestic and international terrorism, cyber security, and critical infrastructure, along with access to a vast network throughout the region, state, and country. The Intelligence Analysts will support the Criminal Intelligence Section and Special Investigations Division in the Police Department.
The Urban Areas Security Initiative (UASI) grant program provides financial assistance to address the unique multidisciplinary planning, operations, equipment, training and exercise needs of high-threat, high-density urban areas. It also assists in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. The UASI grant program will fund this vital service.
A Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on October 28, 2020, and 707 potential proposers specializing in Intelligence Analyst services were notified of the RFP opportunity. Of those proposers, 19 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 35 local,
minority-owned, and women-owned business groups. Two proposals were received on November 24, 2020. Of those two proposers, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), certified Small Business Enterprises (SBEs), or Long Beach businesses (Local). The selection committee determined that General Dynamics Information Technology, Inc., of Falls Church, VA (not a MBE, WBE, SBE, or Local), was the most qualified firm to provide the services.
General Dynamics Information Technology, Inc., has over 50 years of experience supporting complex government, defense, and intelligence projects across the country. They have experience partnering with other local public safety organizations and providing similar Intelligence Analyst services.
Local Business Outreach
To align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download RFP specifications. Through outreach, 35 Long Beach vendors were notified to submit proposals, of which one downloaded and none submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

TIMING CONSIDERATIONS
City Council action to adopt Specifications No. RFP PD20-073 and award a contract concurrently is requested on April 6, 2021, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total annual cost of the contract with GDIT for Intelligence Analyst services will not exceed $379,466. A portion of this contract cost is currently budgeted in the General Grants Fund Group in the Police Department and the remaining funding is expected to be included in the next round of the UASI grant that will be presented to the City Council for approval in the coming months. Subsequent years’ appropriation will be requested in future UASI grant cycles. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
