DISCUSSION
The existing Mothers Beach Playground is a relatively small facility with limited play surfaces and equipment that are in need of refurbishment and expansion. The park facilities are a popular destination for family groups.

The improvements consist of new play surfaces, concrete paths, landscaping, benches and trash receptacles. The new play areas will be a combination of poured-in-place rubber surfacing and sand areas on which the Contractor will install playground equipment furnished by the City. There is also an existing light pole, which will be relocated to the east portion of the play area. The new play area is designed to be fully accessible in accordance with the American Disabilities Act. A vicinity map is attached as Exhibit A.

City Council adoption of the Plans and Specifications and award of the contract to the lowest responsible bidder are being recommended. The project was advertised for bids on July 29,2009, and bids were opened on August 27,2009. Information regarding the low bidder, Mega Way Enterprises, is provided on the attached Exhibit B.

This matter was reviewed by Deputy City Attorney Linda Trang on August 31,2009, and by Budget and Performance Management Bureau Manager David Wodynski on September 1, 2009.

SUSTAINABILITY

Providing improvements to the park play areas not only promotes the health and well being of the family groups and children but also provides a safe, accessible environment for the City residents. The rubber surfacing used in the play area is derived from used tires, eliminating their disposal into landfills.
