DISCUSSION
The Air Carrier Ramp (Ramp) at the Long Beach Airport is used to park large commercial aircraft for the loading and unloading of passengers and baggage. The Ramp is beyond the end of its useful life. Within the past 12 months, the existing pavement has required emergency repairs to maintain safe operations and keep the Ramp functional.

The Phase I-B Improvements will include the reconstruction of five of the existing ten aircraft parking positions. The project includes reconstruction of pavement used to support aircraft parking, along with shoulder pavement, relocation of edge lighting, relocation of a guidance sign, pavement markings, and drainage improvements including an extension of an existing trench drain, connected to an existing storm water treatment unit, and the grading of the adjacent infield area.

The project was advertised for bid May 8, 2009, and bids were opened June 10, 2009.
Information regarding the bid and Palp, Inc., DBA Excel Paving (Palp), is provided on the attached Contract Award Document. City Council adoption of the plans and specifications and award of the contract are recommended concurrently to expedite implementation of this project.

In accordance with the California Environmental Quality Act, Categorical Exemption No.
