TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement and all necessary documents, subcontracts, and any necessary amendments, including any amendments to the award amount or extending the grant term, with the California Department of Public Health, to receive and expend grant funding in an amount not to exceed $80,000 annually, to fund congenital syphilis prevention and control activities, for the period of January 1, 2021 through December 31, 2023; and
Increase appropriations in the Health Fund Group in the Health and Human Services Department by $80,000, offset by grant revenue. (Citywide)
DISCUSSION
City Council approval is requested to enter into an agreement with the California Department of Public Health (CDPH), Sexually Transmitted Disease (STD) Control Branch, to accept and expend grant funding of up to $80,000 annually for congenital syphilis prevention and control activities for the period of January 1, 2021 through December 31, 2023.
The Health and Human Services Department (Health Department) will use this funding to enhance case management for pregnant females with syphilis and congenital syphilis cases, conduct morbidity and mortality reviews of congenital syphilis cases to identify missed opportunities for prevention, and provide education to priority prenatal care providers and birthing hospitals to enhance screening and treatment practices. In addition, Health Department staff will collaborate with CDPH on quality improvement projects aimed at improving health department syphilis processes.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on February 24, 2021 and by Revenue Management Officer Geraldine Alejo on March 1, 2021.
