DISCUSSION
City Council approval is requested to enter into an agreement with Downtown Long Beach Alliance (DLBA), for enhanced services on First Street between Pacific Avenue and Long Beach Boulevard, and trash receptacles throughout the Downtown area.

In 1998, the City Council established the Downtown Long Beach Property and Business Improvement District (DLBPBID) for an initial period of five years, and subsequently extended the DLBPBID for two ten-year periods, with the current term in effect through 2022. Under the approved Management Plan, DLBA is obligated to carry out certain upkeep operations in the Downtown area.

Since 2013, DLBA has provided additional and enhanced services in the First Street Transit Mall over and above those listed in the DLBPBID Management Plan and annual report and is reimbursed with Proposition A and Refuse/Recycling Funds. These additional services have been exceptionally useful in maintaining a clean and safe Downtown area. This action will align the term of the requested agreement with the expiration and possible renewal of the DLBPBID.

On April 14, 2020, a Memorandum of Understanding (MOU) with the DLBA was authorized for enhanced services on First Street between Pacific Avenue and Long Beach Boulevard, and trash receptacles throughout the Downtown area. The current authorization for the MOU expires on December 31, 2020. This action will align the term of the agreement with the expiration.
