DISCUSSION
City Council approval is requested to enter into a contract with Galls, LLC, for the purchase and delivery of police uniforms and accessories.

The Long Beach Police Department (LBPD), along with the Purchasing Division in the Financial Management Department, researched procurement options and learned that the City of Los Angeles completed a competitive procurement process to purchase police uniforms and accessories, and awarded a contract to Galls, LLC, that meets the City of Long Beach's (City) needs. This agreement will allow the City to obtain competitive pricing due to increased buying power. This contract will meet the LBPD’s safety and quality standards, and approval is requested to ensure service continuity.

City Charter 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.

This matter was reviewed by Deputy City Attorney Sarah E. Green on November 18, 2020, Business Services Bureau Manager Tara Yeats on November 12, 2020, and by Budget Management Officer Rhutu Amin Gharib on November 29, 2020
