TITLE

DISCUSSION

City Council approval is requested to enter into a contract with Galls, LLC, for the purchase and delivery of police equipment, supplies, and accessories.

 

The Long Beach Police Department (LBPD), along with the Purchasing Division in the Financial Management Department, researched procurement options and learned that the City of Los Angeles completed a competitive procurement process to purchase police equipment, supplies, and accessories, and awarded a contract to Galls, LLC, that meets the City of Long Beach's (City) needs. This agreement will allow the City to obtain competitive pricing due to increased buying power and access to a wide variety of specialized equipment. This contract will meet the LBPD’s safety and quality standards, and approval is requested to ensure service continuity.

 

City Charter 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.

 

This matter was reviewed by Deputy City Attorney Sarah E. Green on November 18, 2020, Business Services Bureau Manager Tara Yeats on November 12, 2020, and by Budget Management Officer Rhutu Amin Gharib on November 29, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on December 15, 2020, to ensure the agreement with Galls is in place expeditiously.

 

FISCAL IMPACT

The total annual cost of the Galls equipment contract will not exceed $500,000, of which $238,254 is budgeted in the General Fund Group, $9,000 in the Tidelands Operating Fund Group, and $7,500 in the Tidelands Area Fund Group in the Police Department. The remaining $245,246 is unbudgeted, therefore an appropriation increase is requested in the General Grants Fund Group in the Police Department, offset by grant revenue. The unbudgeted portion of the contract will be requested as part of the periodic budget adjustments during the life of the contract, offset by previously received grant revenue that is eligible for these types of expenditures. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
